There are many free areas on the Everybody Loves English.com website. There are stories to read, with recordings of the stories to listen to, there are games, and there are some free discussions of vocabulary.

Anything that requires payment, such as discussions, classes, courses, or the use of the vocabulary lists on Quizlet, has a payment button right next to it that says "Add to Cart". Once you click on the items that you wish to sign up for, you "Checkout", just like at Amazon or another merchant.
You may pay with your PayPal account, but you do not need a PayPal account to participate! You may pay with your credit card if you prefer. Your credit card payment is processed virtually, so no one will ever see your credit card information.
